Default word order

I wonder which word order is grammatically better:

1. The problem can be approached at least in two different ways.
2. The problem can be approached in at least two different ways.
3. The problem can be approached in (at least) two different ways.

I like #1 best. What do you think?

I favor #2. It's most commonly used and most likely to be understood.
