When describing a photo,
Should I say " you look good in the picture," or "you looked good in the picture"?
Should I say "the weather looked nice," or "the weather looks nice"?

I agree with bhaisahab - use the present tense. Please see my corrections to your post in red above. When you quote a whole sentence, the quote should start with a capital letter in the same way that any full sentence starts with a capital letter. The punctuation mark after "Thank you" should have been a full stop, not a comma.
