Below sentence is from my phone dictionary (one example of definition of "but"):

I can understanding his unhappiness. But to attempt suicide!

In the above sentence, what is the meaning of "But to attempt suicide"?

It looks like "he wants to attempt suicide", but also looks like "he doesn't want to attempt suicide", please help.
