A cosmic tug-of-war is taking place between resting in place and rocking the boat. The Moon in steady Taurus trips over the Sagittarius Sun, so we might be tempted to live out loud while also wanting to take things easy. It isn't 'gibberish', it's quite normal, understandable language if you're familiar with astrology. You need to understand some basic concepts first.

the moon is in Taurus

This means that the moon's current position lies inside the celestial range of the zodiac sign Taurus.

The basic meaning of "trip over" is roughly "fall or almost fall". I wonder how "The Moon in steady Taurus trips over the Sagittarius Sun" makes sense.

When I worked at a trashy newspaper of the Daily Mirror/National Enquirer type I was tasked with writing the astrology column. The paper had been publishing since the 1930s so we had an extensive archive, and being lazy as I am I chose to recycle old columns rather than write anew. Thus it came to pass that the stars made exactly the same predictions for Taurus in November of 1976 as they had for Virgo in April of 1948.🤣
