[Grammar] Which conditional is this sentence?

I was learning the three conditionals, but something is bothering me. Which conditional is this sentence:

If I could bring back time I would say that I am sorry.

I think that it is the second conditional but I`m not sure since the clause is not in past simple - I could bring back time

I`m a bit confused on this one. Can someone please help?Thank you in advance.

We say, "If I could turn back time".
"If I could turn back time, I would say that I was sorry." This is a second conditional sentence.
