Anna University, formerly Perarignar Anna University of Technology, is a technical university in Tamil Nadu, India. It's been ranked 7th best university in India. Wikipedia

The opening paragraph on that page would give me no confidence at all in the university's quality. I have underlined/marked in red all the errors in grammar, spelling, punctuation and spelling.

Anna University April May 2014 Exams where completed on 3rd week of june . Anna University 8th Sem Results where announced and Paper April May 2014 Exam papers has been valuated in two phase . Phase 1 - For 4th 6th sem subjects and Phase 2 for lower sem 2,1 and few arrear papers .

It's quite remarkable that the OP only found the first two words – 'as of' – difficult to understand.
