[Grammar] ‘account for’ usage

Does the sentence ‘I can’t account for his behaviour.’ means ‘I can’t take responsibility for his behaviour.’ Or ‘I can’t find any reasons for his behaviour.’ (I can’t explain his behaviour)?

What would have a meaning close to the first option is:

I'm not accountable for his behavior.

or

I can't be held accountable for his behavior.
