In a movie, one of the characters (an uneducated person) says
Do I have to listen to him? He ain’t nothing but the town character.
Is the town character the same as the village idiot?

No, they're not necessarily the same. The "town character" could just be someone eccentric, or who dresses wildly, or who behaves in a manner that makes them stand out and means that everyone knows them. They might be extremely intelligent.
