Hi,

Is it correct to use plural with 0.7 or 0.6? How about numbers bigger than 1?

Yes. Please give us some examples to look at.
1. They sold 0.3 millions euros worth of oil.
2. They sold 0.3 million euro worth of oil.
3. They sold 0.3 million euros worth of oil. (I think this is the correct one.)

Yet, I was wondering if using decimals or fractions would change the plural form of 'million'.

1) When saying specific numbers, always use the singular form of hundred, thousand, million, billion.

2) Don't say or write '0.3 million'. If you want to use a figure, use: 300,000. If you're talking about money, put the currency sign first and then use the figure: £300,000. You pronounce this as 'three hundred thousand pounds'.

Thank you for the points.

I get it now why 300,000 is preferred. Yet, what if that the title of the data is put in million, as in economic reports. Would it still be wrong to write '0.3 million euros'?

No. That would be correct.
