1) The wall was 10 meters high or the wall was 10 meters height . Which one is right ? And Why ?

The phrase 10 meters high is correct. That is because it requires a description rather than a noun.

For your other question, the placement of adjectives is a guide, not a rule. In your specific example, the normal would be long curly hair, but the other is not wrong.
 
The wall was ten metres high.
The wall was ten metres in height.
