I think there's a difference between two.
But, it's very hard to say as a learner.

But, as in the song "You're beautiful to me" , we do say "She's so beautiful."
Like,
A: (on the street) Hey, look at her over there. She's so ugly.
B: Shut up. She's pretty for me/ to me.
It may be gramatically wrong as you say. But I've seen a lot of people say that. Don't you think so?
2006However, "She's too beautiful for me" means "She's too beautiful for me to be her boyfriend."? Yes, he thinks they are not suitable for each other.
I've just googled "she's pretty for me." and found out that a person posted "Is she too pretty for me?" with his and her photo each.
He wants to know if people think they are unsuitable for each other.
