Can we write Mr. President advised?

Hi,

Which of the following is right?

1) The President advised the members to submit their monthly reports next day.

1) Mr. President advised the members to submit their monthly reports next day.

And also...

Most people say after how are you...."How is things"? why not "How are things?"

Please reply.
 
We use "Mr. President" when we are addressing the president. We use "the President" when we are talking about, or referring to, him (or her.)

Shall we write "Mr. President has advised to submit their report next week" in Minutes of Meeting?

The President advised members to submit their reports next week.

Use the simple past in the minutes. You don`t need present perfect here.

'How are things' is correct.
