A grammar book I have been reading lately says it's rare to use "have got to" or "must" in a question. Use "have to" instead to make a question.
But I could find several sentences starting with "Must I ...?" "What have you got to...?" or "When has someone got to...?" through Google. So I'm a bit confused... Is what the grammar book says a fair statement?
