Is 'Lower Your Volume' a metaphor? (As in, Please Lower Your Volume)

Is it acceptable to be used as a sign in the library to tell people to keep their voices down?

No. I'd use "Quiet Please" or "Silence".

Lower your volume suggests that they are already speaking loudly. Libraries tend to favour silence rather than any talking, but how about If you have to talk, please keep it very quiet?

It's not for a library. It's just a large hall for people to socialize but we prefer they not make much noise

No, it's not a metaphor. It means to literally lower (reduce) your volume (the loudness) of your speech, laughter, etc.
