why comma here?

Hi out there, as we all know, writing is one of the mian part of Grammar in any language but here i got a problem. Why do they use comma before and and at times no comma? for example,
1-Pennies, Nickels, Dimes, and quarters.
2-Is for you and me.

1 is a long list. 2 is not.
 
thanks but you still haven't understand my point. here it goes again: why are we using comma after "dimes" and and still having "and" infront of it and the last word come. e.g.
1-pennies, nickels, dimes, and quarters.

We generally, in British English at least, omit the comma before the 'and':

I want some pennies, nickels, dimes and quarters.
 
1. When you only have two items in the list (e.g., "you and me"), you don't use a comma.
2. When you have three or more items in a lits, the final comma before the "and" is optional. It's known as the serial comma or the Oxford comma.

I love my serial commas and use them all the time. It is a matter of style, not one of grammar, whether you use them too. Just be consistent.
