    His arrival in this city, of all cities in the world, was feat in and of itself.

    'In and of itself' is a pointless expression.
    in and of itself - definition of in and of itself by the Free Online Dictionary, Thesaurus and Encyclopedia.

    These are not perfect, but they are better, in my opinion:

    His arrival in this city, of all cities in the world, was a considerable achievement.
    His arrival in this city, of all cities in the world, was no mean feat.
