The word wasteful bears a negative meaning. Could you please kindly explain are there any positive words that bear the same meaning?

Have you looked up 'wasteful' in a dictionary? If you have, you'll know that you can't be wasteful in a positive way.

Quite. As a definition such as this has a suggestion of negativity, you cannot expect information about how to behave negatively in a positive way.

With this (and cheap), you're looking for something that doesn't really exist as they're both negative qualities. One thing you could use is a euphemism to soften the effect, so you could say of a wasteful person that they're not very good with money, if that's what they waste, etc.
