I just wonder the word 'vicar' is pronunciated as

In British English the word is normally pronounced /ˈvɪkə/. Why do you wonder at this? Many vowels become schwa-like in unstressed syllables. [h=2][/h]

I don't know what you mean by "r-controlled". In many varieties of BrE, the r is not sounded unless immediately followed by a vowel, as in 'the vicar is dead'.
