The setting up of statutory minimum wage is well applauded by the public as it has proved effective to improving the living conditions of the grass-roots

If there anything wrong with the underline clause?

First, I don't really like "setting up of". I would prefer "establishment of", nor do I like "well applauded". "Applauded" alone should be sufficient and I would use "effective in". Finally, the term "grass roots" is not usually used in reference to persons. Rather, it is typically used in reference to an activity or effort. I woud change the sentence to "...of the general (or average) workforce.
