Can wind wrap somebody? "She is walking through the park. The wind is wrapping her".

Well, what I'm trying to say is that "the weather is quite windy, the wind surrounds the girl (makes her hair and clothes lash about)". Something like that. How can I express this word "surrounds" in other words to make it sound natural. Because in Russian it's like "the wind wraps somebody".
