And as I said before, which particular parts of the question are causing you problems? Have you looked up each word in a dictionary?

I assume, for example, that you already know what "father" and "children" mean. I think you probably also know what "communicate with them" means.

You need to show that you have tried very hard to understand the sentence before you ask us. What do you think it means?

OK, but in this case stick to 'produce'.

Only women bear or give birth to children.

Would a father who cares, have children and then not communicate with them? No.
Does a caring father exist, who has children and then doesn't communicate with them? No.
So, what caring father would do that? No caring father would.

[Note the commas are for clarity for the OP - they don't really belong]
