1880's meaning?

I know that 1880s means from the year 1880 to 1889, but I've never come across anything like 1880's (i.e., with an apostrophe). Is it correct to write like that?

It used to be the standard way, but it's nearly died out now.
 
The apostrophe is needed when possession is implied.

Ethel used to love the the pop music of the 1990s, but wasn't keen on 1990s' fashions.
 
I'd write ... wasn't keen on 1990s fashions without the apostrophe. I think 1990s is functioning adjectivally.
