Can you see the helicopter above/over the palace?

hello daer all,

This is written in my Grammar Book:

Above and over can both mean 'higher than'. Above is more common with this meaning.

1. The water came up above/ver our knees.
2. Can you see the helicopter above/over the palace?

I can not understand the meaning of sentence #2 very well. Does it mean "Can you see the helicopter when you are on the roof of the palace?"

No. The helicopter is in the sky, above the palace.
