Prime Minister is ordering a murder to a killer. The killer suspects the target is a high profile person.
"Fact was, most murders in the country never saw ink on wood pulp. This one, of course, would be different."
What does it mean "never saw ink on wood pulp" - never investigated? never got public?

I imagine the author is trying to draw an analogy between woodpulp and newspapers (paper is made from woodpulp) and is saying that most murders don't get reported in newspapers.

I think bhai has made a good guess at the meaning (I couldn't come up with anything!) Please note my amendments to your post. This is one of two posts you started with "Prime Minister is ordering a murder to a killer" which is not grammatical.
