Regarding to the sentence below what does the title mean?

peripheral devices is not included in the model as they would be common to all alternative configurations. All data processing is performed at a remote server.

1. Note that "Regarding to" doesn't work. Use either "Regarding the sentence below ..." or "With regard to ..."
2. You need a comma after "below".
3. Are you sure you copied it all correctly? The first three words are poorly written. "Peripheral devices are ..." or "A/The peripheral device is ..." but not as you wrote it.
4. The first word of the quote should be capitalised if it was the beginning of the sentence.
5. You need a full stop after "Thanks".

But what about "would be common to"?

It means that the peripheral devices would be the same regardless of which of the alternative configurations are being talked about.

For example, let's take three teams of employees involved in renovating a house, and a list of each team's duties.

Team A does wallpapering, plastering and clearing up.
Team B does painting, electrical work and clearing up.
Team C does plumbing, tiling and clearing up.

If I wanted to write a list of those tasks, I could write:

"Responsibilities:

Team A: Wallpapering and plastering.
Team B: Paining and electrical work.
Team C: Plumbing and tiling.

Clearing up has not been included in the list because it is common to all three teams."

Other aspects of their responsibilities differ but "clearing up" has to be done by all three teams.
