One of my students wrote in her writing assignment:

If I enter high school, I want to study math very hard.
I am not good at math.
I want to enter college and I want to be a doctor in the future.
And I want to help many sick people in Japan.
I hope that Japan will become a very healthy country.

Is it OK to say/write "I hope that Japan will become a very healthy country." to mean "I hope that Japanese people will become very healthy."?
(I feel it is OK in the context above.)

The problem with "a very healthy country" is that it might refer to the state of the economy, not the medical condition of the populace.

I wholeheartedly agree with you. It could mean "financially/economically healthy".
So, "I hope (that) Japanese people will become very healthy." is much better, isn't it?

The problem with "a very healthy country" is that it might refer to the state of the economy, not the medical condition of the populace.

It also suggests that the state of health, medical or otherwise, is worryingly poor in Japan at the moment. I wouldn't have stuck Japan on a list of 'unhealthy' countries.
