The prize ass of this herd of incendiary foreign officials was without question Mr X.


I am unable to find in Internet what the meaning of this expression is. Can someone help?

Yes, that's exactly right.

He's a prize idiot = He's such an idiot that if they were giving out prizes for idiocy, he would get one.
 
I did have a basic understanding that "ass" meant "a silly person". It is the combination "prize ass" that is unclear. Does the word "prize" indicate here that the person in question ranks high enough in stupidity or even topps the list to be worthy of a prize for it?

More or less, yes.
