[Grammar] Who is he talking to?

present tense
Who is he talking to?
Who are you talking to?

past tense
Who was he talked to?
Who were you talked to?

Is the question in present tense and past tense ask correctly?
 
1 and 2 are in the present continuous tense.
3 and 4 are in the past continuous tense.

3. Who was he talking to?
4. Who were you talking to?

'Are the questions asked correctly?'

Not a teacher.
 
Note that the continuous form does not change, no matter what tense you are using.

I am talking to him.
I was talking to him.
I have been talking to him.
I had been talking to him.
I will be talking to him.
