Do you remember that guy at the park? He had twin boys (or girls) with him.

No, it's "the guy" with "the twins." There is a specific, definite guy you are talking about, so you use the definite article.

In the right context, yes. In the context given, where you expect someone to remember a certain, definite "guy," you need to use the definite article "the."

The "with twins" is pretty specific. Unless there are lots of guys with twins in your neighborhood.

I think you mean either:

Can't you remember him?

or

Why can't you remember him?

I am not sure which of those you intend to say, but you can't say How can't you remember him? (Okay, you can, but you shouldn't.)


(He is just) A GUY from the park with twins. (one of many we know)...

You know a lot of guys with twins? (That doesn't seem likely.)
