Do you feel the meaning ''limited'' being used in this sentence for the word ''qualified''? Please explain to me the meaning of the sentence.

The support is not unconditional. There are conditions.

"I support the idea, but..." Everything after the "but" is a qualifier to the support.

If there is limited support, some people are against the idea. If there is qualified support, there is general support, but people do not fully support it- they are mostly positive, but have some doubts or worries.

The above sentence is not complete.

Qualified support is support with conditions, restrictions, provisos, etc.
Limited support is about the number of supporters which is small compared to the number of opposers.
