I agree that a platform is, by definition, a flat shape. However, when the word is used with "moving", the "flatness" is often disregarded and the platform may be any shape of vehicle. For example, one may read about the difficulty of shooting accurately from a "moving platform" such as a helicopter, a boat or a jeep. I suppose it could be argued that the "platform" in such cases is the flat floor of the vehicle concerned, but - for all practical purposes - the whole vehicle is the platform.
