No one but me seemed to notice him.

Is it right to replace "me" with "I"? Thanks for help!

Replacing me with I is grammatically correct, but it is a usage that is rarely seen or heard nowadays.

Wouldn't this be better?

No one but me seemed to have noticed him.

It depends on the context.

Yes, the infinitive works if it is something repeated.

Is "but" in the sentence a preposition? If so, isn't it wrong to replace "me" with "I"?

"But" is a conjunction. Prepositions are in, at, on, of, etc.
It is not wrong to use "I".

In the OP's sentence, "but" is a preposition, so "I" would be incorrect.

'No one seemed to notice him, but I did.'
'But' is a conjunction here. Am I right?

You are the OP. It means 'original poster'.

By the way, how do you say 嘟嘟嘟嘟?

See post 13.
