In my opinion, "every time" in sentence 1 is used when we are talking about regularity (something is done on a regular basis) whereas "each time" in sentence 2 is used when something is done not so often and irregularly. I am in two minds about using "any time".
Do you agree with me about sentence 1 and 2 and could you help me out with sentence 3 (when is "any time" used?).

- Each time (that) you need to replace something in your home, like a washing machine – no problem, you can pay for it.
- You may call on me any time (that) you like
