If it's US English, it should start like this:

Dear Mr. Smith:

Note the period after "Mr." and the colon at the end. In the US, a comma is used with friends, relatives, Santa Claus, and other people you have an informal or familiar relationship with, but in a business letter or other formal correspondence, you should use a colon.

Note that a colon is never used that way in a formal letter in BrE.
