Nothing important. He was just trying to repeat part of his question. It could be "Shush! ... [that] you've abdicated your responsibility?" It might be a garbled word.

Can you really hear it? All I can hear is 'do you abdicated...'.

You can just about hear the first sound (consonant) of Do and the middle part of think (which is the tonic stress in the phrase). Something like this:

Do you think

But even that is barely intelligible at all.
