It is not a sentence, but the spelling is correct. It would work in a CV/resume as a description for me.
 
I would probably write "Certificate of Excellence" as that seems to be the official title of the certificate.

Actually, this certificate isn't written in English so technically it's not the official title :p

Anyway, is there a problem to write it in lower-case letters?

I just wanted to emphasize in this sentence that I got some award, less care about emphasizing the title of the certificate.
