It's not really any different from learning to read any other kind of script, Benise. You have to learn what sounds the symbols represent.

Why do you want to do this? There are programs that can do this for you.

Please note my corrections above. Remember to end sentences/questions with the correct punctuation mark. We don't start questions with "How to". By saying "better transcribe" you are suggesting that you are already at at least a basic level. Is there a particular reason that you need to transcribe phonetic script to standard text?

You have to know the script to work back to English spelling, but normally it is about putting written words into the script, which can be done through tools like this:
