Hi.

Let's say I want to teach my son don't be a liar, don't tell lies to others because I noticed that he told lies often. I wonder if it's natural to say "You can't lie".

No. He knows how to lie, so your statement isn't true. Tell him he shouldn't lie or simply say Don't tell lies.

Clearly, he can lie. As Goes said, you should tell him he shouldn't lie. Have you told him the story about the boy who cried "Wolf!"?

The message would sink in deeper with a story. The Shephard and Wolf story is also told in Chinese.

Note the correct spelling of "shepherd". I've never seen it called that before. Here, it's either "The Shepherd Boy and the Wolf" or "The Boy Who Cried Wolf".
