Have I used "abnormal" correctly in this sentence? Could you please tell me what you think about the sentence?

What is the most abnormal in this city is the sense of normality that pervades even though things are anything but normal. It is abnormal that misery and suffering are the normal state of affairs.

I think it is a roundabout way of saying:

In this city, misery and suffering have become so commonplace that people have accepted them as normal.

I would add that it is abnormal to a visitor. (Obviously, it is normal for them.)
