locally and nationally vs. local and national

The man created a small company in a small town. His friend told him "a boss needs a clear vision, locally and nationally."

What the friend intended to mean is that "a boss needs not only a clear vision for his business development in local areas, but also a clear vision in national level."

Is "locally and nationally" used correctly there? Should it be "local and national"?

To me, "locally and nationally" refers to "in a local manner and in a national manner", so it seems to be okay. Likewise, "a clear vision, local and national" means "a clear local vision and a clear national vision", so it is okay too. I am not sure.
 
I think the adverbs, locally and nationally, are more appropriate than the adjectives.

The problem for locally and nationally is that it seems to modify the verb "needs", which could be misleading.

The adverbs modify the preceding phrase. This is a common usage.
