In a contest, the winner after the champion, is the runner-up. What about the winner in third position, is he or she the 2nd runner-up?

I'd use third- second runner-up suggests to me that two people came equal in second position.

The second position goes to the second runner-up.
The third position goes the the third runner-up.

Am I correct to deduce that your answer to my question is as above?

The runner-up is in second position.

I'd never use 'second runner-up', except as Tdol said.

You are correct. This is frequently used in AmE, especially in beauty contests. Please note that there is only one winner. We can also rank them as winner, second place, third place, etc.

I have never heard "second runner up" used outside of beauty contests either, by the way.

Not to me:

The first place go to the winner/champion
The second place goes to the runner-up (no use off [strike]first[/strike])
For the next place, I would just say that xxxx came third (no use of the word [strike]runner-up[/strike])

But then, you didn't grow up watching the Miss America pageant, did you? (Something I'm actually rather glad to assume.) It's the only context I've ever seen it used.

'Second runner up' would be routinely understood as third place getter in AusE.
