Please check my sentences.

The "by" seems superfluous. Not sure why you are writing in the passive. You need to reach my office by 3 PM.

(You won't often see the periods in "PM" in AmE.)
 
Delete "by".
 
You could say:

You need to reach my office by 3 PM at the latest.
