I'd say "thirty-seven point two three".

You could say "point two three" or "point twenty-three."

(Hyphens are used when writing numbers between twenty-one and ninety-nine, like "twenty-three" or "fifty-six" or "six hundred forty-two.")

I, too, would say "thirty-seven point two three metres".
In some contexts, you could also say "thirty-seven metres and twenty-three centimetres".

I believe it's not that uncommon in AmE (certainly it's not so rare here in Toronto) to hear "point twenty-three". Also, I believe it's justifiable as we're dealing with hundredths, given the number of significant digits, so twenty-three hundredths after the decimal point is quite unambiguous and clear.

I agree with my colleagues though about what is more common and I usually say it their way ("point two three").
