It would seem that "6 minute English" is what they have decided to call it.

I am not a teacher.

If the intended meaning is that you spend a short period of time learning or studying English, in this case 6 minutes, then 6 minute English as a title is perfectly correct.
6 minutes English doesn't make sense

It follows the same pattern as a 4 minute egg, a 5 mile run, or a 6 foot pole.

In all the above cases I consider a hyphen to be necessary.

6-minute English/4-minute egg/5-mile run/6-foot pole.

I would use the hyphen too, but they might think it looks neater or snappier without it for the name of the program.

You're probably right, but somebody should tell them it's not a good example to students to give their programme an ungrammatical title.
