There are 4 items in the room.



Briefly, can I say "There a chair and other 3 items in the room"???

That's wrong. Because the first item in the list is singular, you should use a singular verb (is).

There are 4 items in the room.
OK, but we tend to write out numbers ten and under (when referring to amounts/quantities) in words.
Briefly, can I say "There a chair and other 3 items in the room"?
No, because that's missing a verb!
