See above. Use the hyphen only when you combine the words into a compound adjective like high-crime environment.crime-infested area, area with a high crime rate
It is indeed, and "high-crime area" would look odd to me. Hyphens are a minefield (or is that "mine-field"?).The phrase "high crime area" is used.
