This writing is about a futile powerpoint slide which used too many words, leading to bad communication of ideas.
What do you mean by "acted on"? "have an effect on sth"? Then, it seems to be corrected to an active voice.

ex)...Powerpoint is not the problem. The problem is that its complexity hinders free expression and critical thinking...If an idea cannot be acted on because of its complexity, it may bring about confusion, not improvement...
 
If you cannot act on an idea, ...
If an idea cannot be acted on, ...

If you "act on" something, you do something as a result of hearing/learning/reading it.
