[Grammar] ACTIVE PASSIVE

I want to know the passive voice of the following two sentences.

1. What we can do.
2. What can be done?

Welcome to the forums. 1 is not a sentence.

We don't do your homework.

If it's not homework, why do you want to know, and why do you think they might have a passive voice?

Its not my homework. I think no 1 is a positive sentence and no 2 is an interrogative one. I am not clear about the formation of no 1 sentence. Why it is not a sentence? Why passive voice of the sentence cannot not be done. Please make it clear.
 
They are both questions. The second is passive already. The first could have a passive form, but it wouldn't be very natural in most contexts.

I'm afraid I don't know what you're trying to say.

I am trying to say that we can't say" what we can do" and stop.I think it is not a complete sentence and at the same time it is not a question.
 
These are all possible:

1. What can we do?
2. What can be done?
3. I don't know what we can do.
4. I asked Fred what we can/could do.
5. I don't know what we can do
6. I asked Fred what we can/could do.

Remember the rules of written English:

- Start every sentence with a capital letter.
- Always capitalise the word "I".
- End every sentence with one punctuation mark.
- Do not put a space before a full stop, comma, question mark or exclamation mark.
- Always put a space after a full stop, comma, question mark or exclamation mark.
