You need a singular verb "is" to go with "which one". Try:
Which one of these (sentences) works best for adding extra information when describing a chart?
1-It is worth noting that Vietnam didn't did not generate nuclear power between 2003 and 2008.
That one, but note the correction. Do not use contractions in formal writing.
2-It is worth mentioning Vietnam ...
OK, but "mentioning" is weaker (and potentially less formal) than "noting".
3-It is worthwhile to mention that Vietnam ...
No. That's no good.
