Please note my changes and comments above. I don't understand the underlined part at all.
Hi teacher, sometimes I get into conflict with English grammar. In the sentence "Adverbs Modifying Adjectives", why does ''Modifying'' has to plus -ing though ''Adverbs'' is S and there we are using Present Simple?
Thanks!

why does ''Modifying'' has to plus -ing
why did the word "modifying" have to add that "ing" ending
though ''Adverbs'' is S
even though "Adverbs" is plural,
and there we are using Present Simple?
and the phrase is in the simple present tense?
